Regional Council of the Visigothic Kingdom, 598
The Council of Huesca of 598 met in the thirteenth year of Reccared’s reign without providing any day, month, place of meeting in the city. Above all, not a single bishop is identified by name. Only one canon is extant in the text received that contains important legislation. The canon proposed that there be a yearly gathering of abbots, presbyters, and deacons to a place chosen by the bishop. At the meeting the bishops were expected to catechize them on virtuous living and proper observance of ecclesiastical norms. The goal was to promote honest living through modesty, sobriety, and chastity thus making them model clergy to imitate. To this end, it was expected of bishops to diligently examine if presbyters, deacons, sub-deacons, clergy, and their assistants were living pure and honest lives. If any were in doubt, the bishop was to inquire cautiously based on trustworthy testimony to determine whether any negative hearsay could be substantiated. They also looked into women of suspicious reputation who had any relations with clergy, especially if they were known adulteresses. The clergy were expected to prove their innocence of sexual indiscretions by seeking out the testimony of honest clergy. The canon, such as we have it, does not dictate what punishments were recommended if any were found guilty of any transgressions. Even though what we have is brief, the one canon treated some very important moral issues affecting clergy that was repeated in other councils of Hispania.
